The Government within 3 CLICKS

Describe your idea. How does it work and who does it help?
According to a BBC News report in 2007, the government had over 951 sites of which 551 would be shutdown. Its aims was to make "access to information easier for people."
It further stated that The Cabinet Office viewed this as a natural step whereby people shifted to using "supersites" - where everything would be under one roof.
This in turn would save around £9m a year over three years for sites and services which do not serve a useful purpose.
What is a "perfect service provider" ?
In the Executive Summary for The White House's E-Government strategy 2003, it stated its effort was:
"to eliminate billions of dollars of wasteful federal spending, reduce government's paperwork burden on citizens and businesses, and improve government response time to citizens -- from weeks down to minutes. A key goal is for citizens to be able to access government services and information within three "clicks," when using the Internet."
If this model was implemented in the UK it would be more easier for people to find and access what they need. Everything that the government does and provides will be just three clicks away. There would be no need to jump to different websites, fill in this form or wait 48hrs for a reply.
To do this would require streamlining existing IT infrastructure, merging together services and making the flow of information between departments more efficient.
I want to be able to know what services are there to serve me and how I can access them in the quickest amount of time. In my experience using online government services accessing specific services or finding information would entail visiting many websites sometimes leading to frustration.
It is the unconnectiveness of all the services that need to be put under one roof. By consolidating different services and cutting back on inefficiency it would enable better access to government.
The government has far too many departments, costs, staff and expenditure which waste taxpayer's money. I and the rest of the UK want to see money well spent and services delivered to a higher standard on and offline.

The Government has already gone about centralising government content 'under one roof' - ie Directgov - which is at odds with the increasing decentralised mash-up the web is evolving into.
WIBBI government content was optimised so it could be found easily by Google and other search engines?
