if you knew which roads were in bad condition or should i say in good condition you could cycle down the better roads, if you new that the pot hole that is looking to swallow your entire wheel up and how long it has been brought to the Local authorities attention they would be shamed into fixing it. just like the local papers who shame the expensive petrol stations, the roads can be shamed to

This could be combined with data on when road was resurfaced and when roadworks occurred on it and when they are planned in the future. Under recently implemented Traffic Management Act 2004 those digging in or near the road are required as part of permit application to supply OS National Grid co-ordinates of start and end of works as well as exact Unique Street Reference Number (USRN) as related to the National Street Gazetteer (NSG) which this idea and others imply access required. ( http://www.thensg.org.uk ) The notice are held by local authorities in street work registers. Also it may be idea to combine this with efforts to combine publishing maps of underground assets: http://www.nuag.co.uk/docs/publicNUAGreportfinal.pdf But given the multitude of systems that this data is held which have grown up over years without standardised outputs of APIs. It may be quite a task to achieve but worthwhile. Most of it is store relative to OS landline or mastermap data, and so would need to be able to use that too.
